What the data shows

Natural Resources Canada publishes national flood hazard layers used by insurers, municipalities, and engineers. Riverine flooding, pluvial (urban storm) flooding, and coastal surge each carry distinct risk profiles. Our city pages map municipal exposure to NRCan flood risk categories.

After the 2013 Alberta floods and recurring events in BC, Quebec, and Ontario, provincial governments introduced limited disaster financial assistance programs. These are insurance supplements, not substitutes; homeowners in moderate or high flood zones should verify whether overland flood coverage is available in their postal code.

Three flood types, three different maps

Flooding is Canada's costliest natural hazard, responsible for more than $2 billion in insured catastrophic losses in an average year according to NRCan, and it does not come from a single mechanism. Riverine flooding happens when a river or lake exceeds its channel capacity, typically after spring snowmelt or sustained heavy rain upstream. Pluvial, or urban drainage, flooding happens when storm sewers and surface drainage cannot keep pace with an intense short-duration rainfall event, and it can affect properties nowhere near a river or floodplain. Coastal flooding results from storm surge and wave action pushing seawater inland, a risk concentrated in Atlantic Canada and coastal British Columbia. Each type requires a different mapping method and a different mitigation response, which is one reason Canada has historically lacked a single unified national flood map at the resolution of individual properties.

The federal flood mapping program

Natural Resources Canada's Flood Hazard Identification and Mapping Program (FHIMP) is a federal, provincial, and territorial partnership created to close that gap. The original program ran from 2021 to 2024 with $63.8 million in federal investment, and it was extended with a further $164.2 million committed from 2024 to 2028 under the National Adaptation Strategy. FHIMP cost-shares flood hazard mapping projects with provinces and territories in higher-risk areas, rather than mapping the entire country directly, so coverage still varies significantly by region and municipality depending on which projects have been completed or are currently underway.

Disaster Financial Assistance Arrangements

When flood recovery costs exceed what a province or territory can reasonably absorb, the federal Disaster Financial Assistance Arrangements (DFAA) program cost-shares eligible expenses once they exceed a population-based threshold, currently set at $3.84 per capita and adjusted annually for inflation. The program has paid out more than $14 billion since it began in 1970, and flooding accounts for the largest single share of that total, ahead of wildfire and severe storm claims. It is important to understand what the DFAA does not do: it pays provincial and territorial governments, not individuals or households directly. Provinces and territories design and deliver their own disaster assistance programs to residents using DFAA funding as one input, so the specific amount and type of help available after a flood depends on where you live, not on a single national schedule.

The insurance gap

Standard Canadian home insurance policies have historically excluded overland flood damage, and while private overland flood insurance has become more widely available since roughly 2015, coverage and pricing are underwritten location by location using flood models, and some higher-risk addresses still have limited or no private coverage on offer. The Financial Consumer Agency of Canada advises homeowners to confirm directly with their insurer whether overland flood coverage is available for a specific address, rather than assuming a standard policy includes it, since sewer backup coverage (a common add-on) is a narrower and different protection than full overland flood coverage.

Why 2013 and 2021 changed how provinces plan

The June 2013 southern Alberta floods, driven by intense rainfall over the Bow, Elbow, and Highwood river basins, displaced more than 100,000 people from Calgary, High River, and Canmore and remain one of the costliest disasters in Canadian history, prompting Alberta to invest in permanent flood mitigation infrastructure, including the Springbank off-stream reservoir project west of Calgary. British Columbia's November 2021 atmospheric river event breached dikes in the Sumas Prairie and Fraser Valley, cutting rail and highway corridors and triggering a provincial state of emergency; it followed closely behind major 2017 and 2018 flood seasons in the BC Interior, reinforcing a pattern of increasingly frequent severe rainfall events cited in federal and provincial climate adaptation planning. Both events accelerated provincial adoption of updated floodplain mapping and stricter development setbacks in known flood-prone corridors.

Practical steps for homeowners in flood-prone areas

  • Confirm with your insurer, in writing, whether overland flood coverage is available and what it excludes.
  • Install a sump pump with battery backup and a backflow valve on sewer lines where the municipality permits it.
  • Keep furnaces, water heaters, and electrical panels elevated above known historical flood lines where renovating a basement.
  • Check your municipality's current flood hazard mapping, where published, rather than relying on memory of past events.
  • Register for local emergency alerts through your municipality or province so evacuation notices reach you directly.
